Our Board of Directors plays a vital role in the growth and development of KIDS Consortium. This dedicated group of individuals gives freely of time, energy, and expertise. Our thanks to each of them.

Marvin Rosenblum, Founder

East Boothbay, Maine

Marvin Rosenblum is the Founder of KIDS Consortium and Past President of the Board of Directors. Marvin developed the KIDS model of service-learning during his work as a senior planner with the Maine Department of Economic and Community Development as a way to encourage broad-based citizenship participation of young people in comprehensive planning.  In 1992, KIDS Consortium was incorporated as a 501(c)(3) non-profit organization.

Marvin has 40 years experience in education, job training, and human resources. He has taught all levels from kindergarten through graduate school at such institutions as Stanford's Graduate School of Education and UCLA's Laboratory School, where his work earned him an National Education Association Lifetime Membership Award.

During his yearlong Ford Fellowship for rural educational leadership, Marvin gained extensive training skills in communication, staff and organization development, problem-solving, and conflict resolution. For 11 years, he produced conferences and workshops for the Mid-Coast Educational Development Center, where he served as its Chief Executive Officer. He developed education and training programs for the Maine Department of Education and the Maine Department of Labor for 10 years.

W. Bumper White, President
Durham, Maine

W. Bumper White, Ph.D. is a tenured professor at the University of Southern Maine: Lewiston-Auburn (USM/LA), and is the Program Coordinator of the Collaborative Learning And School Success (CLASS) teacher education program.  The CLASS program is a collaborative college-school partnership and a professional development school (PDS) model.

In addition to his administrative responsibilities, he also works with pre-service students and in-service teachers out in the schools, and teaches many different courses and seminars in education.  Dr. White has completed research and presented workshops in public schools on a variety of topics which include:  effective teaching-learning, increasing the capacity of students to improve their skills in math, science and technology, service-learning, and issues related to educational reform.  In addition, he has written several articles and presented in both national and international venues on pre-service teacher education for non-traditional students, school-college PDS partnerships and science education. Prior to accepting university appointments, he was an early childhood/elementary classroom educator and building principal with specializations in Science Education and pre-K-16 educational reform.

In 2004, Dr. White received a “Sentiment of Appreciation” from the Maine State Legislature, the University Faculty Award for Service from the USM Faculty Senate, and the Donald Harward Faculty Award for Service Learning Excellence.  This latter award recognized, “accomplishments in utilizing service-learning to achieve student learning outcomes, meet community needs and contribute to the advancement of service-learning on your campus and beyond.”  The award was sponsored by Maine Campus Compact, a statewide coalition of 19 college and university presidents established to encourage and enhance campus engagement in the community. 

Bill Muller, Treasurer
Portland, Maine

After graduating from Colby College with a Bachelor's degree in Economics, Bill has worked in the investment business since 1983. Currently, as a Certified Financial Planner, he holds NASD Series 7, 63, and 65 licenses, as well as, Life and Health Insurance and Annuities licenses from the State of Maine. As a Senior Vice President at UBS Financial Services, Inc., Bill's focus is on meeting the financial planning and investment needs of high net worth individuals ranging from retirees to business owners and corporate executives. Bill has been active in the community through work with the United Way of Kennebec Valley, fundraising for Maine Handicapped Skiing and The Maine Children's Trust, and coaching Little League.

Kay Rand, Secretary
Augusta, Maine

Kay Rand is Managing Partner with Bernstein Shur Government Solutions.  She served as Chief of Staff to former Governor Angus S. King, Jr. As chief of staff, Kay developed an intimate understanding of the executive branch of state government and a respectful and respected relationship with the Legislature. In 1994, Kay was the manager for Independent candidate King's successful campaign for governor. Two years prior to her alliance with Governor King, Kay represented the business community in government affairs with a focus on real estate development, environmental permitting, and general economic development. Kay served as Deputy Commissioner during the McKernan Administration in the Office of Comprehensive Land Use Planning, working with municipalities, regional entities and state agencies on growth management strategies. For 12 years, Kay was the lobbyist representing the Maine Municipal Association and Maine municipalities before the State Legislature and state administrative agencies and was the key liaison with Maine's congressional delegation on municipal matters.

Michael Wilhelm, Vice President
Topsham, Maine

Michael Wilhelm has spent the last 36 years in education, first as an English teacher and then as the Principal of Freeport High School and Buckfield Jr. Sr. High School. He has been associated with M.S.A.D. #75 since 1989, first as the Assistant Superintendent for three years and then, since 1992, as the Superintendent of Schools.  M.S.A.D. #75 consists of Topsham, Bowdoin, Bowdoinham and Harpswell, Maine.  Mike holds a Doctorate in Educational Administration from the University of Maine at Orono, a Masters in Science from the University of Southern Maine, and a Bachelor’s Degree from Lake Forest College in Lake Forest, Illinois. Mike was named Maine's Superintendent of the Year in 2003.

Mike is a founding member of the Mid-Coast Success by Six Council and currently serves as its chair. He also serves on the Coastal Counties Workforce Investment Board, the Maine Math Science Alliance Board and the Mid Coast Hospital Board.
